Obituary of Leo A. Carter
Leo, AKA Tom/Doc, was born on October 13, 1923 in Grand Ledge, MI, and the son of Leo and Edna. He served in the Navy during and after WWII, achieving the rank of Chief Petty Officer. During WWII, he served on the USS Archer- Fish, USS Sperry and USS Silversides. Among the many awards he received, the Submarine Combat Insignia with star was treasured. After retiring from the Navy, he earned a Master's Degree to assist disabled and physically challenged persons. He was named Chair, Michigan Governor's Committee on Employment of Persons with Disabilities and served on the President's Committee on Employment of the Handicapped. As a DAV Chapter 123 Service Officer, he assisted veterans and families seeking benefits. The USSVI Snug Harbor Base Chapter, Brevard Veterans Council, VFW are a few of the military organizations where he was active, as well as many community organizations.
He is survived in death by his loving wife of over 37 years, Mary Ann, and his children, Leo Allen Carter, Jr., Joann Shump-Phillips (mother Dolores), Julie, Fred and Alan (mother Dorothy), stepson Dan (mother Mary Ann), 7 grandchildren, 5 great-grandchildren and his sister Gloria. His brothers, William, Richard and Robert preceded him in death. A special thank you goes to Elsa for years of PT that helped Leo stay active and to CNAs Kay and Jo for their loving care.
A Celebration of Life will be held at the Veterans Memorial Center, 400 S. Sykes Creek Pkwy Merritt Island, FL on Saturday, March 11, 2017 at 5 p.m
